- Graduating seniors from Marinette, Menominee, Peshtigo, Stephenson, or St. Thomas Aquinas high school
- May be used at a two-year or four-year college or university
- GPA between 2.5 and 3.25 on a 4.0 scale
- Demonstrates financial need
- Was employed and/or did community volunteerism during high school career
- Awards are split by semester
